Rachel Kagan tapped to lead Paper and Paperboard Packaging Environmental Council

The Paper and Paperboard Packaging Environmental Council (PPEC), the environmental council for Canada’s paper packaging industry, has announced the appointment of Rachel Kagan as its new executive director, effective Feb. 1, 2021. Rachel will take over the position from John Mullinder, who has been the council’s executive director since its inception 30 years ago.
Rachel comes to the role from her previous position as a consultant, but she has an extensive background working with industry trade associations in sustainability and recycling policy development and government and stakeholder relations. Some of her previous positions include vice president (environmental sustainability policy) with Food & Consumer Products of Canada, national director (environmental affairs) for the Retail Council of Canada, and senior policy analyst for the Ontario Chamber of Commerce.
“We are really pleased to welcome Rachel as our new executive director. It’s a challenging job keeping on top of everything that’s going on environmentally, but I am sure she’s up to it,” said PPEC chair Chris Bartlett, president of TenCorr Packaging. “Once COVID-19 is out of the way, we hope to celebrate John’s achievements in a more public way. We wish him the very best in his return to a writing career.’’
The PPEC, a national trade organization, was founded in 1990. It works as an umbrella organization for Canada’s packaging mills and converters. The PPEC lobbies governments on environmental issues, networks with other industry players, coordinates action nationwide, develops practical solutions and promotes the environmental performance of the industry.
